Formula and methodology
Formula: Set prefix one-bits across 32 bits; split into 4 octets; wildcard = 255 - mask; count = 2^(32-prefix).
Mask bits are computed, not looked up: leading ones then zeros grouped by octet. Wildcard inverts the mask; count is two to the host-bit power.
